== Partitioning and transmutation strategy == Many efforts are being devoted to develop an advanced reprocessing approach with the aim to further reduce the radiotoxicity inventory of the spent nuclear fuel by removing all minor actinides (Neptunium, Americium and Curium) and the long-lived fission products (LLFP) from the high active raffinate downstream of the PUREX process. Before the conditioning process, the long-lived radionuclides undergo a transmutation into short-lived or stable nuclides by nuclear reactions. This coupled approach is known as Partitioning and Transmutation strategy (P&T), which inclusion in an advanced closed fuel cycle could lead to strongly reduce long-term radiotoxicity, volume and decay heat of the final waste thus simplifying a performance assessment of a future nuclear waste repository and enhancing proliferation resistance criteria. Two potential process options for the partitioning of spent nuclear fuel are being developed: hydrometallurgical and pyrometallurgical processes. === Port Adelaide (2015–2019) === At the end of the 2014 season, Ryder left Essendon following the supplements saga. Ryder and his wife Jess were concerned for the health of their unborn child after he was allegedly told of the potential risks of the supplements program when interviewed by ASADA. Of the concern, Ryder stated that "At first we were really scared (about Harlan). What has panned out over a long period of time is that we felt badly let down by the club and lost trust and faith.” He nominated Port Adelaide as his preferred club of destination. Essendon were unwilling to trade Ryder initially, with Ryder and his management suggesting they would take Essendon to the AFL Grievance Tribunal because of the club's breach of its duty of care to players during the scandal. Ryder's manager also suggested that Ryder would consider retirement over returning to Essendon if a trade was blocked by the club. On 16 October, he was traded to the Power. Being Port Adelaide's big name recruit for season 2015, Ryder was unable to take part in the pre-season trial matches and was only cleared from his provisional suspension a few days prior to the round one game against Fremantle due to the ASADA drugs investigation. He played in 18 games for the Power, which included games where he kicked three goals in both showdowns and a four goals against his former club Essendon.
=== Drug demand and decriminalization === According to former Presidents Fernando Henrique Cardoso of Brazil, Ernesto Zedillo of Mexico and César Gaviria of Colombia, the United States-led drug war is pushing Latin America into a downward spiral; Cardoso said in a conference that "the available evidence indicates that the war on drugs is a failed war". The panel of the Latin American Commission on Drugs and Democracy commission, headed by Cardoso, stated that the countries involved in this war should remove the "taboos" and re-examine the anti-drug programs. Latin American governments have followed the advice of the U.S. to combat the drug war, but the policies have had little effect. The commission made some recommendations to United States President Barack Obama to consider new policies, such as decriminalization of marijuana and to treat drug use as a public health problem and not as a security problem. The Council on Hemispheric Affairs states it is time to consider drug decriminalization and legalization. RAND studies released in the mid-1990s found that using drug user treatment to reduce drug consumption in the United States is seven times more cost-effective than law enforcement efforts alone, and it could potentially cut consumption by a third. In 2011, the Obama administration requested approximately $5.6 billion to support demand reduction. This includes a 13% increase for prevention and almost a 4% increase for treatment.
